As reported, the Shusha Declaration on Allied Relations between Azerbaijan and Turkey was signed in Shusha yesterday.

Emphasizing the historical significance of the meeting of President of Azerbaijan Ilham Aliyev and President of Turkey Recep Tayyip Erdogan in Shusha, the ancient cultural cradle of Azerbaijan and the Turkic world as a whole, they reaffirmed their commitment to all international documents signed between the two friendly and brotherly countries. reaffirming

Recognizing the importance of combining the opportunities and potentials of the two countries in the political, economic, defense, cultural, humanitarian, health, education, social, youth and sports spheres in the protection of common interests,

Emphasizing the importance of continuing joint efforts to ensure global and regional peace, stability and security in accordance with the principles and norms of international law, including the Charter of the United Nations,

Expressing the need to coordinate activities on regional and international strategic issues of mutual interest,

Proceeding from the principles of solidarity and mutual assistance in bilateral and multilateral formats on issues of national interest, such as the independence, sovereignty, territorial integrity of the Republic of Azerbaijan and the Republic of Turkey, the inviolability of its internationally recognized borders,

Combining efforts to advance cooperation at the regional and international levels aimed at the sustainable development of the Turkic world,

Emphasizing that the words of the founder of the Turkish Republic Mustafa Kemal Ataturk and the national leader of the Azerbaijani people Heydar Aliyev «Azerbaijan’s joy is our joy, our sorrow is our sorrow» and «One nation, two states» are valued as national and spiritual wealth of our peoples.

Having comprehensively considered the prospects for further expansion and deepening of bilateral relations between the Republic of Azerbaijan and the Republic of Turkey, they declare:

Expressing satisfaction with the state of strategic relations between the two friendly and brotherly countries, the sides stressed the importance of continuing political dialogue at all levels and reciprocal high-level visits.

The sides are proud to say that by winning the 44-day Patriotic War, Azerbaijan put an end to Armenia’s 30-year-old aggressive policy, liberated its lands from occupation, ensured the victory of historical justice and the restoration of international law.

Azerbaijan appreciates the moral and political support of the Republic of Turkey in ending 30 years of Armenian aggression, liberating the occupied territories and restoring the territorial integrity of Azerbaijan. The parties will continue their efforts to strengthen stability and security in the Caucasus region, restore all economic and transport ties, as well as normalize relations between the countries of the region and ensure long-term peace. In this context, the special geographical situation of the Nakhchivan Autonomous Republic of the Republic of Azerbaijan will be taken into account.

The sides stressed that Turkey’s contribution to the activities of the Turkish-Russian Joint Center in the liberated territories of Azerbaijan played an important role in ensuring peace, stability and prosperity in the region.

The Republic of Azerbaijan and the Republic of Turkey, guided by the principles of independence, sovereignty, territorial integrity, inviolability of internationally recognized borders, non-interference in the internal affairs of states, determine the political and legal mechanisms for establishing allied relations.

The parties note the importance of coordination in the field of foreign policy and the implementation of regular bilateral political consultations, and emphasize the importance of activities in this direction within the High-Level Strategic Cooperation Council between the Republic of Azerbaijan and the Republic of Turkey.

The Parties shall pursue an independent foreign policy aimed at protecting and securing their national interests. The Parties shall make joint efforts to develop international relations based on peace, friendship and good neighborliness through stability and prosperity at the regional and international levels, as well as to resolve conflicts and issues of regional and global security and stability.

The parties will deepen bilateral cooperation by demonstrating solidarity and mutual support on topical international issues of mutual interest, including the United Nations, the OSCE, the Council of Europe, the Cooperation Council of Turkic Speaking States and the Organization of Islamic Cooperation. They will support each other within international and regional organizations.

In the event of a threat or aggression by a third State or States against its independence, sovereignty, territorial integrity, inviolability or security of its internationally recognized borders, the Parties shall hold joint consultations and, in order to eliminate this threat or aggression, They will take initiatives in accordance with the goals and principles of the Charter, and provide each other with the necessary assistance in accordance with the UN Charter. The amount and form of this assistance will be determined through immediate discussions, a decision will be made to meet defense needs for joint action, and coordinated activities of the Armed Forces’ forces and command structures will be organized.

Regular joint meetings of the Security Councils of the Parties on national security issues will be held at these meetings to discuss issues of national and regional and international security affecting the interests of the Parties.

The parties will continue to make joint efforts to reshape and modernize the armed forces of the two brotherly countries in accordance with modern requirements.

The parties will support efforts to normalize life in the territories liberated from Armenian occupation, based on the clearance of mined areas.

The parties will encourage the exchange of personnel aimed at strengthening defense capabilities and military security, joint training and exercises, enhancing the joint capabilities of the two countries’ armed forces, close cooperation in the management of weapons and ammunition based on modern technologies and ensuring the relevant activities. . Azerbaijan and Turkey, together with the armies of other friendly countries, will support military exercises.

Taking into account their national and international obligations, the Parties will promote the implementation of joint projects to develop joint capabilities through the exchange of technologies in the maritime, air and space fields and make a positive contribution to the development of mutual defense industry technologies, supply weapons and ammunition They will mutually promote their technologies and support the establishment of production facilities that do not currently exist in their countries, joint research and production, and cooperation between the two countries’ defense industries in domestic and international markets in the field of technology, military products and services.

The parties state that the military-political cooperation developed between the two countries, which meets their national interests, is not directed against third countries.

The parties emphasize the importance of further developing cooperation in the field of cyber security and will conduct joint research, training and promote mutual technical cooperation in this field.

The parties will increase their efforts to diversify national economies and exports in trade and economic relations, as well as to establish joint production in promising areas, to develop more favorable conditions for the mutually beneficial development of investment cooperation. In this regard, Azerbaijan and Turkey will take measures to establish mechanisms for organizing the free movement of goods.

The parties emphasize the leading role of Turkey and Azerbaijan in the implementation of the strategic Southern Gas Corridor, which contributes to the energy security of the region and Europe, ensuring the maintenance of natural gas sources and routes. The Parties will continue their coordinated efforts to ensure the efficient use and further development of the Southern Gas Corridor. The parties also express their intention to continue and increase efforts to contribute to regional cooperation in the field of electricity to strengthen the energy security of the region, taking into account the processes in the global energy sector.

The parties will strengthen cooperation to enhance the competitiveness of the East-West / Central International Transport Corridor passing through the territory of the two countries. Azerbaijan and Turkey will further develop the transit-transport potential of the Azerbaijani-Turkish sections of international transport corridors using the technologies of intelligent transport systems.

The parties note that the opening of the corridor (Zangazur corridor) between the western regions of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic of Azerbaijan and the construction of the Nakhchivan-Kars railway as a continuation of this corridor will make an important contribution to intensifying transport and communication between the two countries.

The sides stressed that the current level of relations between Turkey and Azerbaijan contributes to the overall regional and international peace and prosperity, and will serve the stability, peace and interests of the international community, especially the countries of the region, bringing peace and prosperity not only to the two countries but also to the region.

The Parties agree to combat various threats and challenges that adversely affect regional and international stability and security, in particular terrorism, all its forms and manifestations, financing, as well as the proliferation of weapons of mass destruction, organized crime, money laundering, drug trafficking, human trafficking and illegal migration. will expand and deepen their joint efforts and cooperation in the field.

The Republic of Azerbaijan condemns all activities against the sovereignty, territorial integrity, inviolability, stability and security of the borders of the Republic of Turkey, including all forms and manifestations of terrorism, and strongly supports the fight against terrorism of the Republic of Turkey.

The parties will join efforts to further develop cooperation between the Azerbaijani and Turkish diasporas living in different countries, to take joint steps in the face of common problems they face and to show consistent solidarity.
